Girl Scouts is strongly committed to the practice of pluralism, as well as actively encourages participation from all girls who are interested in becoming a Girl Scout. The council staff and volunteers work diligently on building bridges to communities where there has not been a tradition of Girl Scouting. One area of outreach to girl includes several multicultural groups for girls aged 11 – 17. These multicultural Girl Scout groups provide culturally-specific opportunities for girls to experience all aspects of Girl Scouting, such as building confidence, courage, and self-esteem, developing personal and leadership development, and participating in community service projects that improve the lives and environment around us. Beta Gamma Girl Scouts
BGGS is a Girl Scout sorority dedicated to the development of African American girls in grades 7-12. BGGS enhances unity and friendships among young African American women by living the Girl Scout Promise and Law, as well as engages young women in the African American community through community service, and promotes an interest in higher education with an annual historical black colleges tour.
Hmong Women’s Circle
Hmong Women’s Circle (HWC) is a character-building program that uses an inside-out model to address the needs, concerns, and talents of Hmong female adolescents, in grades 7-12. Hmong Women’s Circle celebrates the Hmong heritage and traditions by building personal leadership skills, and empowering Hmong women to be healthy, educated, and engaged in their communities.
Latina Outreach
Girl Scout Council of St. Croix Valley’s Latina Initiative is committed to building girls of courage, confidence, and character who make the world a better place.
Girls in grades K-8 are invited to join one of several conveniently located bilingual troops in St. Paul. These troops offer leadership development activities such as camping, arts, science, career exploration, cookie sales, badge work, and community service projects.
Girls in grades 9-12 can participate in a unique in-the-school-day program called Latinas Unidas, currently available at Johnson Senior High and at Humboldt Senior High. In Latinas Unidas, girls explore their cultural heritage together in the context of Girl Scouting programs in which they gain leadership skills, develop self-confidence, and build trust in each other. This girl-driven program also offers opportunities for college preparation and exploration, health, safety and wellness.

Activity Centers
The Girl Scout Council of St. Croix Valley works closely with several different community organizations, such as public housing, community centers, and schools, to assess the need of girls in the immediate community and plans how to meet those needs. Girl Scout activity centers function similar to the traditional Girl Scout troop model but add specific cultural components, such as Hmong dance, Islamic Faith, etc. Girls at the activity centers benefit from the guidance of female mentors in a cultural context while learning the principles of the Girl Scout Promise and the Law.
